"Japan-Ready SLM" built by LEGALISS
The competitive landscape for AI is shifting from the size of its models to the value it generates in real-world situations.
Generative AI is moving from the stage of using massive models on the cloud to the stage of deploying the optimal model to suit a company's operations, data, systems, and devices.
At the heart of this is the Small Language Model (SLM).
The value of SLM lies not simply in having fewer parameters. It's a practical language model designed to perform the necessary tasks with the required accuracy, speed, cost, and security.
LEGALISS views SLM not as a "miniature version of LLM," but as an AI that deeply understands the operations of Japanese companies and works continuously on-site, integrating with existing systems, robots, and IoT.
Our goal is to create a "Japan-Ready SLM" that is optimized for Japanese industry and society.
What is an SLM?
SLM generally means “Small Language Model”: a relatively compact and efficient language model.
Its practical value, however, is not determined by model size alone.
LEGALISS defines the next generation of SLMs around three capabilities.
Small — The right size for the task
We identify the capabilities each task requires and optimize speed, cost and power consumption without using excessive computing resources.
Specialized — Built for your business and industry
Models adapt to company-specific documents, terminology, decision criteria and workflows, supporting specialized tasks that general-purpose models alone may struggle to handle.
Sovereign-ready — Control over your data and operations
Deployment across the cloud, private cloud, on-premises systems and edge devices can be tailored to corporate security policies and data-management requirements.
The “S” in SLM means more than Small.
For LEGALISS, an SLM is an AI architecture for practical business use in Japan, combining Small, Specialized and Sovereign-ready.
Why Japan needs SLMs now
Japanese businesses need more than a massive AI model that can answer any question.
They need AI that understands their operations, integrates with existing systems and consistently delivers results with limited staff and computing resources.
1. Using AI while protecting confidential data
Much of the information businesses handle—manufacturing know-how, customer information, medical information, contracts and internal policies—cannot readily be sent to external environments.
Deploying SLMs on premises, in isolated networks or on edge devices enables AI solutions tailored to corporate security requirements.
An SLM is not inherently secure simply because it is small. System design must include access controls, encryption, logging, output controls and human approval.
2. Understanding Japanese and Japan-specific business practices
Japanese business documents contain tables, forms, drawings, internal abbreviations, honorific language, implicit assumptions and department-specific expressions.
The ability to generate natural Japanese is only part of what is needed.
AI must also verify evidence in documents, follow business rules, respond in the required format and hand decisions to a person when it cannot make a reliable judgment.
3. Connecting legacy systems with frontline operations
Long-established ERP, CRM, accounting, inventory and equipment-management systems support critical operations at Japanese businesses.
Rather than replacing these systems, LEGALISS SLMs connect to existing assets through APIs, RAG, tool execution and business applications.
AI acts as a bridge between people and systems, understanding the task and helping with the next action instead of requiring people to adapt to the software. This is practical digital transformation with SLMs.
4. Passing on frontline knowledge amid labor shortages
Transferring experienced workers’ knowledge to the next generation is a major challenge in manufacturing, logistics, healthcare, care services, retail, hospitality and construction.
By turning manuals, work records, inquiry histories and expert judgments into searchable, conversational knowledge, SLMs support human judgment and growth rather than replacing people.
SLMs in 2026: From conversation to action
Modern SLMs do much more than generate text.
Multimodal understanding of images, audio, video and sensor data, RAG for internal information, tool calls to external systems and structured outputs in predefined formats are rapidly becoming practical.
Google integrates multimodal input, RAG and function calling into on-device SLMs, while Apple incorporates tool use and structured generation into on-device models. SLMs are evolving from lightweight chatbots into the core of AI agents that carry out business tasks.
LEGALISS designs SLMs as execution platforms that can:
Search internal documents and databases and provide answers with supporting evidence.
Combine audio, images, forms and sensor data to understand the situation.
Integrate with CRM, ERP, accounting, inventory and other business systems.
Execute tasks within defined permissions and approval workflows.
Escalate low-confidence decisions to a more capable model or a responsible person.
Record execution results and continuously evaluate quality and risk.
Choosing the right model for each task
A single giant model does not need to handle every process.
SLMs can quickly handle routine tasks at scale, while more capable LLMs handle complex reasoning and broad knowledge. Sensitive data stays in internal environments, with only necessary information shared with the cloud.
LEGALISS builds around this hybrid approach to AI.
Device / Edge
Handles tasks requiring low latency or offline operation, including real-time responses, voice control, image recognition and equipment support.
On-premises / Private environments
Handles confidential documents, internal knowledge, customer information and other data that should remain under the organization’s control.
Cloud LLMs
Handles advanced reasoning, broad knowledge and complex planning that require the capabilities of large models.
AI router
Selects the appropriate model and runtime environment based on the task, sensitivity, complexity, cost and response-time requirements.
SLMs and LLMs are complementary.
Combining models appropriately allows accuracy, speed, cost and security to be optimized together.
LEGALISS “Japan-Ready SLM”
LEGALISS develops across language models, AI applications, SaaS, business software, robotics and IoT.
This breadth enables us to implement SLMs as systems that create value in real operations, rather than as standalone models.
Model design driven by business needs
We define the AI capabilities needed from the target task, expected outcomes, acceptable errors, response time and operating cost before choosing a model.
Knowledge architecture that puts business data to work
We select RAG, fine-tuning and adapter training according to the purpose, making secure use of company-specific knowledge.
Not everything needs to be memorized by the model. Information can also be managed as external knowledge depending on update frequency and the need to verify supporting evidence.
Model efficiency and runtime optimization
We combine quantization, distillation, parameter-efficient training and inference-engine optimization to tune speed, memory use and power consumption on the target hardware.
Evaluation against real business requirements
We evaluate with actual business data as well as general benchmarks.
Our checks cover answer accuracy, supporting evidence, output-format compliance, processing time, task-completion rate, erroneous actions and the accuracy of handoffs to people.
Governance by design
Data provenance, access management, audit logs, safety evaluation and human oversight are built in from the design stage rather than added after development.
As Japan develops AI business guidelines and generative AI quality-management practices, AI is expected to provide transparency, safety and explainability alongside performance.
SLM applications supporting Japanese industry
Manufacturing and logistics
Procedure search, equipment maintenance, anomaly reporting, inspection assistance and the transfer of expert skills. Integration with robots and IoT sensors enables support tailored to conditions on site.
Healthcare and care services
Hospital document search, record-writing assistance, patient guidance and staff knowledge support. Because safety is critical, systems are designed around professional review rather than independent AI decisions.
Retail and services
Product information search, inventory checks, customer-service assistance, inquiry handling and staff training, with fast responses in stores and on local devices.
Tourism and hospitality
Multilingual guidance, facility information, local information and AI concierge services. Architectures can also be considered for environments with unreliable cloud connectivity.
Back-office operations
Internal-policy search, contract-review assistance, accounting support, inquiry classification and report writing. Integration with existing systems shortens the path from checking information to taking action.
Robotics
Natural-language instructions, camera-image understanding, sensor-data interpretation and action-planning assistance. SLMs embedded as robot intelligence enable natural collaboration between people and machines.
Bigger results, not just smaller models
The purpose of SLMs is not simply to make AI smaller.
It is to bring AI closer to business tasks, deliver it to the frontline and make it useful over the long term.
Japanese language and business practices, company-specific data, existing systems, factories, stores, hospitals, hotels and robots: Japan faces many challenges that general-purpose cloud AI alone cannot solve.
That is why Japan needs AI designed around its real working environments.
LEGALISS integrates language models, AI applications, SaaS, robotics and IoT to turn research into practical business outcomes.
Our aim is not merely to follow global models, but to create new AI standards from Japan’s frontline operations.
That is LEGALISS “Japan-Ready SLM.”
